Yoncher remembered from the anime plot before his reincarnation—when Hiruzen Sarutobi found out Orochimaru conducted experiments on living humans, he started investigating but eventually didn't even manage to catch a single hair from Orochimaru.
Was it intentional to let Orochimaru escape, or was he just too elusive to catch? Who could say?
As for Danzo—
Hiruzen surely knew about some of the terrible things he'd done.
But did Danzo's life suffer because of it? Not at all. He kept on living comfortably.
Even later, when Danzo sent Yamato to assassinate the Third, upon returning, the Third didn't kill him.
Not only did he not die, Danzo remained head of the Root Organization!
That was full-on favoritism.
Actually, Yoncher wasn't afraid of Danzo at all.
But there was no point provoking an immediate life-or-death conflict with him now.
It wouldn't benefit him much.

Yoncher said while pulling his hand out and grabbing Hattai Uchiha's palm, smearing something across it.
Hattai was stunned. He looked down and saw his palm now covered in thick, unknown liquid.
"THE F*** IS THIS?!"
Hattai's eyes darkened, nearly losing his temper completely.
Meanwhile, both Inabi Uchiha and Tetsuka Uchiha stared at Yoncher with wide eyes, looking as though they'd encountered some monstrous horror, instinctively stepping backward twice!
But then, Yoncher reached his hand toward Tsubaki Saeko.
"[Baka yaro!]" (You idiot!) — shouted by Tsubaki Saeko
Tsubaki Saeko's body trembled slightly before she quickly backed away, dodging Yoncher's hand!
Another wave of Emotional Value received.
When it seemed like things might spiral out of control,
Yoncher asked, "What are you dodging for?"
"Don't you remember I told you about the nutrient solution? I was soaked in this stuff for days during the experiment."
"There's not much left on me. It took great effort just to scrape off this much. Don't you want to collect some into a glass vial for research?"
"Maybe you can discover something useful?"
Even after hearing it was nutrient solution, Tsubaki Saeko still felt a chill run down her spine.
"Give it to me."
Goro Umino, who had remained silent until now, stepped forward and scraped the nutrient solution from Yoncher's hand into a small glass vial.
Tsubaki Saeko wore a mask, so her facial expression remained hidden.
But the way she looked at Yoncher—with murder in her eyes—was unmistakable.
"The Uchiha clan's always been full of lunatics to begin with. This little nutcase got kidnapped for experiments—of course he's cracked. Whatever, I won't stoop to his level."
Tsubaki Saeko took a deep breath.
