After many tests and confirmations, Izuku's Quirk was declared as being lucky.
He has immense luck, and everything he does is accompanied by luck.

One year ago, Izuku's mother, Inko, already suspected something weird was going on when her son constantly found money or things he needed on the side of the road.
After she consulted with Izuku's Quirk doctor, they tried to test it secretly without letting Izuku know anything about it so he wouldn't get his hopes up for nothing.
They let him participate in smaller giveaways this year, and he won every single one.
Izuku was also tested with some multiple-choice tests that they gave him for fun.
When questions were difficult to answer, he should just guess. Considering that the test was a mix of first-class material and college-level questions, it was a good way to find out if his luck would let him guess everything right.
He was 100% correct in every single one of them.
The time needed for the confirmation was only so long because it was unknown if something like a Luck quirk really existed. It was a weird concept that had never appeared before, but after such a long time, combined with many different tests, they just confirmed it and registered him.
There is no way somebody is so lucky without the influence of a quirk.
Inko first found it a bit weird since neither her own nor her husband's Quirk had anything to do with luck, but the doctor confirmed that sometimes children get neither the Quirk of the father or mother and will develop a quirk of their own.
That is also how the first quirks in this world appeared.
As a last test, Inko gave Izuku a lottery ticket to fill out, and one week later, they won 600.000.000 Yen.
That not only shocked her to tears, but even the doctor was baffled about it.

After the small family won the lottery, they decided to move to another part of Musutafu city and start their life from new.
It was in the other direction of the city and ca. 30 minutes away from their old home.
Their home was only 5 minutes away from Japan's most famous Hero school, U.A. High School, which made the area one of the safest spots in the country.
Even some Heroes reside in neighboring houses.
Izuku is about to start in a new school and is already excited to begin his new life.
'This time I even have a quirk so nobody will bully me!' Izuku thought to himself excitedly while standing in front of the classroom door.
He must wait until the teacher calls him in and then introduce himself to his classmates.
Before the teacher could call him into the classroom, Izuku heard a bubbly and excited voice beside him suddenly talking and gushing at him.
"Ohhhh!! What's that! A cute little boy! What are you doing outside the classroom? I never saw you here. Are you new? I think I would remember a boy with green hair in our school. Having bright blue hair like me is already weird, but now somebody has green hair! It's really rare! Whoa, now that I think about it, is your hair really green or are they dyed? Hey, did you know that dyeing hair can destroy it if you don't do it, probably?! Isn't it fascinating considering how many do it wrongly?! Please tell me you do it the right way!"
Izuku, who was completely in his own thoughts and was still waiting shyly and nervously for his new teacher to call him inside, was scared silly by the sudden voice and couldn't help but jump up in fright.
"Woahhh there. Don't be scared! Did I scare you? Sorry for that! Did you know that when you are getting jump scared, your brain triggers a fight-or-flight response even if you know it was coming!? It seems like in your case it's the flight reaction! Isn't it fascinating?!" The bubbly voice added with some interest while leaning into his face.
Now that Izuku could see the voice's owner, he couldn't help but blush.
Of course, the reason why he blushed was not because the other person was a girl.
No, Izuku was too young to care about something like that.
No, he was nervous. It was the first time in a long time that somebody near his age started talking to him, and the fact that she seemed outspoken and lively made it even more difficult for him.
She is a bubbly-looking little girl with blue hair styled into short twin puffs that bounce with every movement. She also has an upward cowlick that looks a bit quirky, jumping up and down.
'It's called Ahoge in anime, isn't it? Idiot Hair? I didn't know that was a real thing.' Izuku thought to himself with a slight smile on his lips before losing it again in seconds, thinking about how he would need to talk to her next. He was not prepared to speak to someone right now!
Of course, he didn't really think that the ahoge made the girl an idiot.
He just thought of something that many internet people used to say.
Izuku actually found her ahoge really cute.
The girl has twinkling blue eyes combined with a cute-looking face.
She is currently jumping around on the same spot. It also looks like she uses her Quirk every second jump since she was jumping a bit too high in her excitement.
She looks older than Izuku, maybe 2 years older, so nine years old?
'Oh, god. Why is she talking to me? I am not prepared for it at all! What should I say?! I don't want to make a bad first impression! Oh no! I already waited too long, she already looks at me weirdly.' Izuku thought to himself while panicking.
Even though he told himself that he was ready for his new school, it was still hard for him.
Maybe because he has been bullied for the last two and a half years, and because Izuku has been a shy boy from the beginning, but Izuku has a really big problem with his shyness and finds it hard to talk to others. You could even call him an introvert.
"I-I-I'm n-new to th-this s-school. I j-just t-tra-transferred, a-and t-today's m-my f-first d-d-day. I… I'm c-cur-rrently w-w-wait f-for the t-t-teacher to c-call m-me i-inside. A-and, I—I really didn't know about the jump scare fact, and it's really fascinating." Izuku answered stutteringly, hating himself for his nervousness.
'She probably thinks I am a weirdo!' Izuku thought to himself with some panic.
"So you are new! I knew it! Since you are new here, I have to ask you first?! Do you want to be my friend??? My classmates don't like me for some reason. My mum tells me not to care and be myself, but it's still scary. By the way, my name is Nejire Hado. It's nice to meet you!" Nejire said with twinkling eyes. Only at the part where she says that the other students don't like her did her eyes get a bit sad, but after that, they started twinkling again, full of hope.
"FRIENDS?! I mean friends? A-Are you s-sure you w-want to b-be f-friends with s-somebody like m-me? I am a bit awkward… My name is Izuku Midoriya. I don't have any friends either ..." Izuku said nervously and weirded out.
'Is it so easy to get friends?' Izuku thought to himself with some wonder.
"Of course, I am sure! Wow! You also have no friends! That must be fate! Or maybe luck!! I don't know. Anyway, since we both don't have friends, we can be friends with each other! It's good to know you, Izu." Nejire said with a beaming smile to the dumbfounded Izuku.
'Izu?' Izuku thought to himself, shocked.
'He doesn't seem to be annoyed by my chattering! How nice! He also seems to be on the quieter side, but it still looks like he listens to what I say.' Nejire thought to herself happily.
She wasn't stupid. Of course, she knew why the other students didn't like her, but like her mother said, she didn't really want to change herself for others.
"O-okay. Let's be f-friends Hado-san." Izuku said nervously, but to Nejire's happiness,
she could see
a small smile forming on his lips.
"Yay! Anyways, here is my number! Wait, do you even have a phone?! I heard that many other children don't get one from their parents since they are still too young?! Anyway, if you don't have one, write me from your mum's or dad's one! By the way! We are friends, don't call me Hado-san. Do you even call other children with -san? That's weird. Never mind, Izu, just call me Nejire! We are friends, so no need for this formal rigmarole." Nejire chatted happily while holding and swinging around Izuku's hand. While holding his hand, she certainly didn't forget to put a small note with her number in his hand.
"Write me when yo..." Nejire started before a voice interrupted her.
"Midoriya. You can come in now." A loud voice called from inside the classroom.
"W-Well, th-that's m-my cue. I will write you later from my m-mum's phone. N—Nejire." Izuku said stutteringly but with a beaming smile on his face.
'Cute!' Nejire thought to herself, seeing the little boy with some freckles on his face smiling at her.
After that, Izuku walked into the classroom nervously and hesitantly. He even looked back at her twice before he completely entered.
While Nejire stood there for a further minute, she slowly turned around to walk back to her class.
'How lucky to get a friend in such an unexpected way. Before that, I really thought shutting myself off from everyone would be the way to go forward… Hopefully Izuku won't disappoint me...' Nejire thought to herself with some sadness.
'But he seems friendly and doesn't seem to care about my chattering. He even seems to enjoy it, considering his small smile when I talked to him. He even commented positively on the fact that I stated. These points were also the reasons why I asked him to be friends from the get-go.'
'Wait!! Why am I here?! Don't I have class?! Ohhhh no, I forgot!! Well, I excused myself for going to the toilet, so the teacher probably won't say anything, will he?' Nejire thought to herself with some panic while running back to her class, her blue hair bouncing around.
Ultimately, the teacher didn't say anything to the sweating Nejire, who had only been away for four minutes at most.
'I actually forgot to go to the toilet in my haste!! No, Nejire, hold it!!!'
