"Why do you care about some villains?" Goro retorted. "It's strange how Japan is so concerned with the rights of villains, even when they're out there murdering people without remorse. In Brazil, if you're labeled a villain, no one cares about your rights. Anything goes."
"Well, it's a cultural difference," Fubuki said defensively. "You wouldn't understand if you didn't grow up here."
"Aren't there heroes who handle the dirty work when necessary?" Goro countered, his tone sharp. "Don't act so high and mighty. I may not be from here, but I've lived here long enough to know how things really work."
Fubuki fell silent, a tense expression on her face. She knew exactly what Goro was referring to — her father was one of the council members overseeing those kinds of operations. Fubuki herself had once been on track to become one of those "shadow heroes" before choosing a different path.
