Naraku frowned slightly.
"Then take on some high-level missions—like protecting important individuals or hunting down missing-nin. These are usually B-rank or higher—sometimes even A-rank or S-rank," Naraku said calmly, glancing at the shinobi.
The shinobi in his thirties frowned deeply, seemingly hesitant to speak.
"What, is a Uchiha afraid of death now?" Naraku asked coldly, guessing his concerns were about the danger involved.
The older shinobi flushed, falling silent.
Naraku sighed internally. "The issue of low income needs to be addressed. High-level missions are dangerous, so I'll look into a better solution."
"Still, even for a Uchiha, completing D-rank or C-rank missions isn't shameful. It doesn't tarnish our pride. Pulling weeds, cleaning rivers, or helping residents find lost pets—these are all services to Konohagakure."
"Besides, missions come with commissions. Clan members with spare time can take on more to supplement their income."
"Hai!"
The shinobi replied in unison.
Uchiha Sanzō saw the meeting was wrapping up and announced, "Meeting adjourned."

Night
Konoha Military Police Force Headquarters
Uchiha Sanzō exited the building, glanced back at the Uchiha crest, closed his eyes, took a deep breath, then turned and left.
Inside the captain's office, the captains and vice-captains of each squad gathered. Alongside them were Warden Uchiha Riki and Security Captain Uchiha Shun.
Uchiha Naraku sat at the head seat and addressed the assembly.
"Today is my first official day as head of the Konoha Military Police Force. I hadn't planned on making changes, but the reform of the First Squad yielded great results. That's why I've called this meeting—to discuss wider reform."
Second Squad Captain Uchiha Yaowei and Third Squad Captain Uchiha Jiangshui exchanged glances with their respective vice-captains.
The First Squad was now represented by its new captain, Uchiha Saburō since Naraku had taken on the top position.
Uchiha Riki and Uchiha Shun stayed silent, observing from the sidelines.
"Captain, what kind of reforms are you proposing?" Uchiha Yaowei asked gravely.
The higher-ups were hesitant about reform. Most of them had grown comfortable in the status quo, unaware of the brewing tensions with the Hokage's office. They couldn't yet comprehend the future consequences of being sidelined.
"There will no longer be 'squads'—only departments. The structure will be redefined," Naraku began.

Uniform Reforms
"All members except the Special Mobile Unit will now wear blue uniforms. The Special Mobile Unit will wear blue tops with black trousers. Standard vests will be black, replacing the usual green flak jackets."
"Captain," one Second Squad Uchiha spoke cautiously, "changing the standard Konoha vest… won't that upset the Hokage?"
Naraku glared. "If the Hokage has a problem, he can speak to me. Reaching the Chūnin level is a requirement to wear those vests, and this is an internal change."
He continued, "The Village Management and Barrier Divisions must no longer wear Uchiha emblems. Their armbands will feature only the Konoha crest."
"Why, sir?" asked Uchiha Jirō, recently reassigned as Naraku's assistant. "Wouldn't that confuse the villagers?"
Naraku didn't answer directly.
"Armbands previously featured the shuriken-fan symbol. Now, Public Security, Village Management, and Barrier Divisions will wear the Konoha crest on hats and left arms. Right arms will bear a department-inscribed shield."
"Other divisions retain the shuriken-fan crest on the left arm and a department shield on the right."
"For civil sections like Finance, Secretarial, or Assistant divisions, just use a shield marked 'Security.'"
The officers exchanged uncertain looks. Naraku was overhauling not only the hierarchy—but the entire identity of the Uchiha police force.
"These changes are significant. Let's now discuss appointments for department heads," Naraku said steadily.
This restructuring dispersed the influence of the three squads, with many former First Squad officers now promoted to lead new departments. Former captains and vice-captains would now serve as supervisors, judges, assistants, or administrative heads—retaining prestige in different forms.
