Amegakure
A light drizzle painted the sky in shades of sorrow as if the heavens themselves wept for the suffering below. The Land of Rain, known to many as the Crying Country, mirrored this melancholy with its perpetual downpour. Its people, weary and downtrodden, lived under the shadow of unceasing conflict.
Within the tower at the heart of Amegakure, a Rain-nin guided a guest through the maze of corridors. The visitor walked in composed silence, his steps measured, his presence suffocating — Shimura Danzō of Konohagakure.
Danzō had departed the Hidden Leaf several days prior under the pretence of fulfilling a mission assigned by the Third Hokage, Hiruzen Sarutobi. Yet, in truth, his journey had been deliberate and meandering, marked by inspections of several secret Root facilities hidden across the Five Great Nations.
To Danzō, the actual mission was an afterthought. The true purpose of his visit lay ahead — a meeting with Hanzo the Salamander, the self-proclaimed ruler of Amegakure.
Despite its heavy defences, the building housing Hanzo's office reflected a grim order. Shinobi patrolled each floor with rigid discipline, their loyalty unquestioned.
In the reception hall, Hanzo sat confidently at the far end of a long table. The infamous gas mask obscured his face, while his calloused hands gently polished the curved sickle that had taken countless lives.
The doors opened. The Rain-nin stepped aside to allow Danzō entrance. Clad in a standard Konoha flak jacket, his right eye covered by thick gauze, and his body seemingly healed of the old injuries he once bore, Danzō moved like a man with a purpose.
Hanzo barely glanced at him.
"So, Shimura Danzō... what brings Konoha's shadow to my village?"
"I've come with a small request," Danzō replied evenly.
"A request?" Hanzo's tone turned mocking. "For the leader of Root to make a personal appeal, it must be a complex matter."
"Quite the opposite. It's simple, really." Danzō smiled faintly.
Hanzo frowned behind his mask. "Speak, then."
"I seek the eyes of the Uchiha," Danzō said plainly. "If any Uchiha shinobi from Konoha pass through the Land of Rain, I want their Sharingan harvested. Deliver them to me."
The silence in the room thickened.
"You speak of one of the strongest clans in the shinobi world," Hanzo responded, expression unreadable. "And you call that simple?"
Danzō's gaze remained steady. "You disappoint me, Hanzō. Could it be that even the Demigod of the Hidden Rain fears the Uchiha?"
Hanzō scoffed, standing slightly taller. "If Konoha sent an army of Uchiha, they would still be insects before my might."
Danzō offered no rebuttal. Instead, he made his offer.
"In return, I will eliminate the mercenary factions currently destabilizing your control over the Land of Rain."
That made Hanzō pause.
Though feared for his immense strength, Hanzō knew well the rising threat within his own borders — scattered shinobi groups that presented themselves as saviours of the people, growing in influence and popularity. Among them was a particular organization, elusive and deadly, led by three mysterious shinobi with techniques and strength that rivalled even elite jōnin.
Worse, these mercenary groups blended in with civilians during peacetime, making them nearly impossible to root out.
Danzō's offer was strategic and timely.
"I have no interest in harming my citizens," Hanzō replied, voice low. "But should you help me restore order, I will consider your request."
Danzō nodded with a faint smirk.
"Likewise, I only wish for the safety of Konoha's citizens. My subordinates will keep you informed. Should any Uchiha cross into your territory… I trust you'll remember our agreement."
Their eyes met briefly — behind the mask and the bandages — and for a moment, two cold-hearted men shared a mutual understanding.

Konohagakure
Secret Root Facility, Perimeter Outskirts
Deep underground, hidden from even the Hokage's prying eyes, lay one of Root's most secluded research compounds.
In a sideyard of the facility, two unconscious shinobi — a man and a woman — were bound to wooden posts. Their heads hung low, their breathing faint.
Standing before them was a man once shunned for his twisted ambition: Shinobi Scientist — Shinno alias, Beeluhū (Hiruko), a rogue Konoha researcher now under Naraku's patronage.
With methodical precision, Hiruko released the bindings on the male subject. Hands forming complex seals, he wove chakra into a jutsu that Uchiha Naraku, observing silently, did not recognize.
As the ritual neared completion, a strange reaction occurred. The unconscious man's body convulsed, and he let out a pained scream. A viscous, grey-black liquid seeped from his pores, enveloping him entirely before crawling toward the still-bound woman.
Naraku's eyes narrowed.
The liquid began to cover her skin slowly, absorbing into her like ink sinking into paper. Moments later, the black sheen vanished, leaving her unconscious, but otherwise unscathed.
Then came the applause.
"Impressive, Hiruko," Naraku said calmly. "Was the fusion a success?"
The corner of Hiruko's mouth twitched in satisfaction. "The initial compatibility appears stable. There's no sign of chakra rejection so far."
Naraku nodded. "The male had Earth Release. The female, Water Release. Let's see if she inherits both."
Hiruko's Kigyōka no Jutsu — Chimera Jutsu was progressing rapidly. The earlier successes with animal-based fusions had encouraged them to attempt human compatibility.
And so far, it was working.
"This jutsu," Hiruko said, eyes gleaming with ambition, "will change the shinobi world."
Naraku didn't respond immediately. Instead, he observed the sleeping woman closely, calculating her vitals and residual chakra signature. The Chimera Jutsu had required three years of concept development, and another year of secret experimentation under Naraku's protection.
Now, they were on the cusp of something revolutionary.
"A true Forbidden Jutsu," Naraku finally said, voice cold. "And still incomplete."
"But we're close," Hiruko replied, "closer than ever. With more time and subjects, we will perfect it."
Naraku's smile was faint and unreadable. He turned away from the experiment, his cloak rustling softly in the stale air of the underground lab.
Behind him, Hiruko returned to his work — unaware of the shadow of Uchiha's ambition watching his every move.
