Chapter 6 - Chapter 6: Clan Building

During the height of the Second Great Ninja War, many shinobi families in Konoha were mourning the loss of their loved ones on the battlefield.

Yet, within the Uchiha compound, the atmosphere remained surprisingly lively—some even sang and danced.

The Uchiha Clan controlled the Konoha Military Police Force and were exempt from being dispatched to the frontlines. This privilege bred resentment among other ninja clans and civilians alike, who viewed it as grossly unfair.

Had someone openly voiced their dissatisfaction, the Uchiha would have immediately become the target of widespread envy and hostility.

Uchiha Naraku noticed all of this. Though he bore the title of clan head, he still held little real power. Two powerful figures—especially the Great Elder—remained in control.

The Uchiha Clan Hall was constructed swiftly. In the shinobi world, with the help of Earth Release and other jutsu, large structures could rise in days. Skilled jōnin were more than capable of handling such tasks.

Within a few days, the new Clan Hall stood tall, marked by a large stone emblazoned with the Uchiha fan crest—symbolizing its importance to the clan.

Naraku sat inside the newly furnished clan leader's office, finally able to breathe a bit. Just next door was the Elders' Chamber, where the Great Elder still operated.

The Great Elder controlled a fund totalling over 2 billion ryō. For reference, an A-rank mission yields a maximum of 1 million ryō. That amount of funding could theoretically sponsor over 2,000 A-rank missions.

Of course, that wasn't realistic. After all, service to the clan was expected—why should money be involved?

For now, Naraku's only true allies were Uchiha Yashiro, Uchiha Lieto, and Uchiha Ken—two jōnin and one chūnin.

Naraku spoke, "The Clan Affairs Hall is ready. We now need to establish the departments beneath it, which we'll call the Institutes. The Guard Institute will manage both internal policing and outer defence. I'll leave this to you."

"Our clan has thousands of members. We'll recruit 20 to 30 clan members as sentries. No one in Konoha dares to provoke us, so we don't need elite shinobi. Standard genin or even civilians can hold the line. I'll request funding from the Great Elder."

He continued, "Pay them a monthly salary between 20,000 and 50,000 ryō—similar to C- or D-rank missions. That's 200,000 to 500,000 per month for 10 guards. We don't need to strain the budget."

"Lieto," he turned, "you'll oversee the Cleaning and Craftsmen Yards. Recruit ordinary clan members—not shinobi. The budget for these roles will be 10,000 to 30,000 ryō monthly."

"Yashiro, you will oversee the Administrative Office. Your department will handle mission commission collection, census records, financial oversight, and supervision of institutions like the orphanage, nursing home, and the Ninjutsu Academy."

"This is a critical role. You're meticulous and dependable, so I entrust this to you. Hire up to ten clerks or bookkeepers—again, no need for shinobi. Civilian clan members are fine. Pay will match other departments: 20,000 to 50,000 ryō monthly."

"Let's allow our less-talented or older clansmen to work and earn. Not all of our descendants will be suited to life as shinobi."

Apart from the Ninjutsu Academy and the Guard Institute, most departments wouldn't need shinobi staff. This was Naraku's approach to redistributing resources, empowering civilians, and slowly shifting power away from the old guard.

With the Clan Affairs Hall completed recruitment and delegation followed quickly.

Naraku's deeper aim was to shift the clan's core power away from the Elder Council by redirecting all mission funds and clan dealings to the Clan Affairs Office. Though the Great Elder still held control over the treasury, his influence would erode over time.

Naraku divided the clan's internal affairs into the following departments:

Administrative Office: Managed clan registries, ninja records, mission commissions, pensions, finances, and oversight of the orphanage, nursing home, and academy.

Guard Institute: Handled security. Powerful shinobi weren't needed—few dared oppose the Uchiha.

Cleaning Division: Maintained clan grounds and assisted families with upkeep.

Craftsmen's Yard: Built and repaired clan housing and furniture.

Nursing Home: Supported elders who lost their children in the war.

Orphanage: Raised children who lost their parents.

Ninjutsu Academy: Trained young Uchiha in jutsu, including Fire Style, Genjutsu, and the use of the Sharingan.

Assistant Council: Former elders retained advisory positions and helped manage various responsibilities.

The Administrative Office held the most power. Naturally, greater power came with greater responsibility.

By creating jobs for non-shinobi clansmen, Naraku solved the problem of unemployment and gave civilians a way to contribute to the clan's prosperity.

The transition wasn't easy, but the system quickly gained traction. Mission commissions were now submitted to the new hall rather than individual elder houses. Over time, clan members adjusted to the new flow of power.

Traditionally, the Uchiha operated under a loose coalition of elders—each a patriarch of his own family. The Chief Elder acted as a representative of their collective will. But in truth, even they didn't know how many Uchiha existed, or how many shinobi were active.

Now, the structure was formalized, information was centralized, and for the first time, the clan was becoming an organized, self-sufficient force.

Even the elders who once supported a "figurehead" clan leader now actively participated in the building of the new Clan Affairs Hall, especially after Naraku invited them to form the Assistant Council.

The elders still had their say—but it was now under the leadership of a single, elected head.

Naraku's vision, strategy, and execution won over the elders. Within weeks, the hall was fully functional and fully staffed.

One Month Later

"Yashiro, are these numbers accurate? We have 853 active shinobi across all ranks? A total of 1,231 households and 2,565 clan members?"

"Yes, clan head," Yashiro answered, visibly tired after weeks of nonstop work. "I've confirmed the data. It's all here."

"If there are 1,231 households, and we assume three people per household, we should have over 3,000 people. Yet there are only 2,565."

Naraku narrowed his eyes.

"That means we have a high number of solitary elders and orphans. We'll need to identify them and arrange proper care—send them to the orphanage or the nursing home."

"Their families gave their lives for Uchiha and for Konoha. We owe them everything."

"Yes, Clan Head," Yashiro replied firmly. He had grown deeply respectful of Naraku's leadership. The clan was more united, more organized, and more compassionate than ever before.

Chūnin and genin who had lost their loved ones were sent to the Ninjutsu Academy, where senior jōnin taught them advanced techniques: taijutsu, ninjutsu, genjutsu, shurikenjutsu, and Fire Release jutsu—core Uchiha specialities.

Seeing Naraku's resolve and ability, even the Great Elder and other high-ranking elders set aside their personal authority and joined the effort wholeheartedly.

Though once leaders of small family factions, they now worked together for the glory of the entire Uchiha clan—unified under Naraku's banner.
