Chapter 12 - Chapter 12: Team 1

The headquarters and prison of the Konoha Military Police Force are both located within the Uchiha Clan's territory. In the anime, during the Nine-Tails' Rebellion, the clan's territory was relocated, and the police headquarters was moved as well.

The Military Police Force has three offices in Konoha because the village expands outward in a fan shape from the Hokage's office to the village gates.

The main police headquarters, which serves as both an office and command centre, is situated in the centre. The First Division is based here. There are smaller police substations on the left and right sides near the village gate, which house the Second and Third Divisions, respectively.

Each division has seventy members, organized into four squadrons. Each squadron consists of seventeen members—four four-man teams plus the squadron leader.

That makes sixty-eight members across the four squadrons, and with the division commander and deputy commander, each division totals seventy personnel.

The First Division is made up entirely of Uchiha elites, all of whom have awakened the Sharingan. They are responsible for patrolling the upper third sector of the village.

The Second and Third Divisions oversee the lower left and right sectors of the fan-shaped village layout.

However, a force of just over 200 members is far too small for a ninja village like Konoha, which houses tens of thousands of residents—many of whom belong to various ninja clans and ranks.

Even small clans, although consisting of just around ten people, still carry unique bloodlines or kekkei genkai abilities.

As for medium-sized clans with hundreds of ninjas, suppressing them with the current police force is possible but would severely stretch its resources.

If it's a large, long-standing alliance like the Ino-Shika-Chō trio, the police force alone wouldn't be enough. Even elite Uchiha would need to be dispatched to maintain order.

Uchiha Military Police Headquarters – Second Floor, First Division Office

Eighteen individuals sat in the office. Uchiha Naraku sat at the head of the room, flanked by the elites of the First Squadron of the First Division.

This squadron included seventeen jōnin-level Uchiha, all of whom had activated the Three-Tomoe Sharingan. They made up half of the Uchiha clan's jōnin ranks.

Among the nearly one thousand shinobi of the Uchiha clan, the majority are mid-tier genin. Only about thirty are jōnin. Part of the reason is Konoha's deliberate suppression of Uchiha promotions, but even without this, the clan cannot support too many jōnin without power conflicts arising.

Jōnin, in any village or clan, wields considerable influence. Many smaller clans don't even have a single jōnin among them.

The ages of those present varied. The oldest was in his early fifties, bearing deep lines on his face. The youngest was Uchiha Naraku himself, just sixteen.

Uchiha Yashiro—an important character in the anime, known for his work in the police force—is now serving in the Clan Affairs Office instead.

The Clan Affairs Office cannot function without him. Otherwise, Naraku would have to personally handle clan matters.

"Ahem, you are all members of the Uchiha clan and the elite of Konoha's Military Police. I've reviewed your files and resumes, and I deeply admire your contributions to the village."

"As clan head, I originally had no intention of interfering in the police force's affairs. But the current state of the organization deeply concerns me."

Naraku began with recognition and praise for the gathered elites, then expressed concern about the future direction of the force.

"Lord Patriarch! We in the Konoha Police Force uphold the peace and order of the village. Our presence ensures safety and many of our fellow ninjas recognize our efforts. What troubles you about this?"

The speaker was an elderly shinobi in his early fifties—Uchiha Go.

Uchiha Go was born during the time of Uchiha Madara. Once a prodigy of the clan, his prime had long passed, but his spirit endured.

"Haha, within the police force, my role as clan head is irrelevant. Here, only duty matters—not clan politics."

Naraku offered a faint smile, making it clear that he wouldn't use his authority as a clan leader to overstep the force's structure.

"Yes, sir," Uchiha Go replied promptly.

"Uchiha Go, you said we're recognized by many shinobi. Can you provide a specific list of names?"

The Konoha Police Force is widely feared and disliked, though some do respect them for their strength. Saying they are 'recognized' is too vague.

People respect the Uchiha's power—not necessarily their identity or position.

After all, many foreign shinobi are taught to avoid one-on-one fights with Uchiha. If they face one, the tactic is to retreat. If it's two-on-one, they're advised to attack from behind.

This clearly shows that the Sharingan gives Uchiha a dangerous advantage in combat.

"Uh..." Uchiha Go hesitated, recalling a few grateful villagers from the past. But he had lost contact with them and wasn't certain whether they genuinely respected him or were simply being polite.

Shinobi live in darkness and bloodshed. In most countries, they're treated as tools—emotionless and disposable.

Only Konoha promotes ideals like the Will of Fire. Compared to other nations, it's relatively humane—especially considering the brutality of places like Sunagakure or the Blood Mist of Kirigakure.

"Haha, so you can't recall anyone specific, or you're unsure whether their approval was genuine?"

Naraku chuckled softly, as though reading Go's mind.

"Lord Naraku, if we don't patrol, then vendors and villagers will overrun the streets. Without enforcement, many villagers and shinobi will start complaining."

A younger shinobi voiced his concern—Uchiha Saburo, 21 years old. A jōnin once considered a rising star of the clan. He possessed the Three-Tomoe Sharingan and specialized in Fire Release, Genjutsu, and shurikenjutsu—a classic Uchiha-style elite.

"Your concern is valid," Naraku said. "But those vendors are struggling to survive. Many are retired ninjas, family members of the fallen, or villagers who lost their income."

"There's no need to drive them away. Just set up a designated area for street stalls. There's no reason to evict them daily. And if there are complaints, bring the letters—or the complainants—directly to me."

These impoverished vendors were clearly the relatives of deceased shinobi, their pensions long spent.

Life in Konoha was expensive. Ninjas didn't produce goods—they performed missions for the Land of Fire's daimyō, wealthy merchants, and high-ranking officials.

From assassinations and bodyguard duties to ploughing fields and finding lost pets, the scope of missions was wide.

For families without active ninjas, there was no income from missions. They could only survive by selling goods on the streets.

And even then, they were harassed and evicted by powerful jōnin—Uchiha no less. It was shameful.

"This isn't a great idea, Squad Leader. If the Captain finds out, we'll be blamed for not doing our jobs properly."

Uchiha Saburo frowned. He and the others had spent the last five or six years doing this sort of enforcement, barking orders and asserting dominance in the streets.
