"We don't know for sure at the moment, but it's a possibility," Captain admitted after a moment of thought.
"There's a high probability that the Sokovia Accords were created after the Avengers dealt with Ultron there."
"Although we don't know much about Ultron, he was a being that required Vision and the Avengers working together to defeat."
"We've already seen Vision's abilities, and even he needed the Avengers' help. I can't even imagine what level Ultron was at."
"Similarly, I can't imagine the scale of the battle that took place in Sokovia."
Nick Fury continued, explaining.
The recent superhero civil war had clearly demonstrated the terrifying combat power and destructive capabilities of enhanced individuals.
And that was with the heroes holding back, knowing they were fighting each other.

No one disagreed. Protocols, after all, are full of restrictions.
They wouldn't be giving superheroes free rein to run wild.
Iron Man and his obedience to the General illustrated this perfectly; everyone present knew what kind of person the General was.
