Using his Aura and enhanced psychic power, Kazuki established communication with Horsea, then summoned Pidgeotto.
Guided by Horsea, Kazuki rode atop Pidgeotto toward the construction site of Paradise Resort.
Horsea led him to a secluded zone, where several workers were covertly dumping hazardous waste. Kazuki immediately documented everything with his Pokédex. Just as he snapped the last shot, the workers suddenly panicked—as if spooked by something—and dropped their barrels, fleeing the scene.
Kazuki directed Pidgeotto to fly in closer, captured detailed images of the waste, and collected a few samples.
But just as he was about to leave, a cold chill crawled up his spine.
He turned—and was met by a surge of Tentacool rising from the sea.
These Tentacool had clearly been affected by the pollution. Their agitation was extreme. Were it not for Kazuki's active Friend of the Ocean, they would've attacked him the moment they emerged.
Unfortunately, even with that aura, the moment they saw the waste sample in Kazuki's hand, their fury exploded—they launched a collective assault.
"Pidgeotto, use Agility—get us out of here!"
Kazuki had no intention of harming these Pokémon—they were victims in this, after all. But the Tentacool had gone berserk, chasing Kazuki relentlessly.
"Pidgeotto, use Gust!"

The wave of Tentacool gave Pidgeotto a hefty EXP boost.

The coordinated attack outpaced Pidgeotto's flight speed. The vibrations disoriented it, throwing its flight path into chaos.
Kazuki realized the strain Pidgeotto was under. Against hundreds of Tentacool, it wouldn't last much longer—especially while carrying a rider.
"Pidgeotto! Fly ahead at full speed—we'll regroup outside!"
With that, Kazuki released Wartortle and leapt down, landing cleanly on its shell. Guided by Horsea, they fled by sea, heading away from the construction site.
With Pidgeotto as their decoy, the Tentacool's attention remained fixed in the skies. Kazuki was able to escape the danger zone relatively unnoticed.
Once he was clear, Pidgeotto, spotting Kazuki's retreat, soared upward, feathers gleaming. It unleashed a devastating Hurricane, disrupting the Tentacool's supersonic barrage, then vanished with a dazzling Quick Attack, retreating from Paradise Resort.
Far from danger, Pidgeotto regained its composure and reunited with Kazuki midair. They landed safely back at the docks.
Wartortle and Horsea, however, immediately showed signs of nausea and dizziness upon stepping onto land.
Kazuki rushed them to the Pokémon Center.
After Nurse Joy's examination, the diagnosis came quickly—both Pokémon had been exposed to toxic substances, but thankfully, their conditions were temporary.
Kazuki handed over the collected waste to Nurse Joy, asking her to have it analyzed. Thanks to his Heartfelt Reputation, and the fact that this involved Pokémon health, Nurse Joy accepted without hesitation.
As he left the center, Kazuki frowned. Pidgeotto's current speed wasn't enough to outpace the Tentacool's combined Supersonic. That wouldn't do—whether for negotiating with Tentacruel or confronting it, Pidgeotto needed to be stronger.
He needed Pidgeot.
And since Tentacruel's attack on Porta Vista was a necessary part of the storyline, there was still time to prepare. With the Minor Champion Aura active, Kazuki didn't want to waste any Intermediate Rare Candies.
So, he took Pidgeotto to the beach and started grinding.
For two straight days, while Nastina's hired "heroes" messed around offshore, things stayed relatively quiet.
That is, until today.
Team Rocket, somehow, got their hands on barrels of cheap vinegar—the exact substance from the original script. They began dumping it into the ocean. Wave after wave of Tentacool floated to the surface in a daze.
The sea turned eerie.
Crowds gathered. Delia and Misty stood at the edge, watching in silence.
"Misty, have you seen Kazuki these past couple of days?".
Misty glanced over, her eyes shifting. "After he handed me Horsea yesterday… I haven't seen him since."
"Aren't you worried?"
"I…" Misty clenched her fists. "I am worried. But he told me to wait—and I didn't want to mess up whatever he had planned."
She looked out at the masses of Tentacool facing off against the trainers. Deep down, she knew—this wasn't something she could solve alone.
Even if she wanted to rush in… she held back. For Kazuki.
Then, a tremor rippled through the sea.
A gigantic Tentacruel surfaced, wrapping its tendrils around the Hotel.
"No way! It's Tentacruel! How is it this huge?!" Misty's face twisted in shock.
The monstrous Tentacruel sent Nastina's hired trainers fleeing for their lives.
Only Misty ran forward. "Stop! Don't do anything reckless, Tentacruel!"
But her voice was lost in the chaos—and without a special method, there was no way to communicate with the mutated Tentacruel.
Delia, sensing things were about to get worse, grabbed Misty's arm. "Misty, don't! We need to retreat—there's going to be a tsunami!"
Dragging her back, Delia forced Misty away from the shore.
Tentacruel, leading its army of Tentacool, unleashed a massive tidal wave on Porta Vista.
In the mayor's office, the very moment he was drafting a speech for his "economic success," he turned—and saw the leviathan rising.
His legs went weak.
Trembling, he grabbed the phone. "H-Hello?! Security team?! Quick! The beach—get to the beach now!"
"There's a MONSTER INVADING PORTA VISTA!!"
As he screamed, a Tentacool's Beam blasted straight through his window.
He hit the ground and scrambled out in a panic.
Misty watched the security team charge forward, guns drawn.
They probably wouldn't hurt Tentacruel much—but if Tentacruel kept rampaging…
The military would be next.
That was the breaking point.
Misty bolted, climbing the tallest building, ignoring the rising tides, and shouted with everything she had.
"TENTACRUEL, STOP!!"
"Please, lead the Tentacool back to the sea!"
"We'll help rebuild your home—we promise! Just don't fight anymore!"
Her voice was nearly drowned out by the crashing waves.
Below, the guards were already clashing with the Tentacool. Tentacruel raised another wave, engulfing everything—including the mayor.
"No!!" Misty's heart broke.
If a high-ranking official died in this incident, it would mean total war against Tentacool—and they wouldn't survive it.
"How did it come to this?! Tentacruel, stop—don't do something you'll regret!"
Her small frame stood trembling, alone atop the tower.
"…The world's greatest girl doesn't face tragedy by crying."
Misty's head snapped up at the voice.
Kazuki.
Riding a massive, newly evolved Pidgeot—its wingspan over three meters—Kazuki appeared, a blazing streak against the dark skies.
"Ka…Kazuki!" Misty's eyes lit up, tears flowing. His presence tore through the black despair like sunlight at midnight.
"You can cry here," Kazuki said, extending a hand, "or you can fly with me and stop Tentacruel."
Her eyes widened.
Then she leapt from the rooftop without hesitation—straight into his arms.
"Pidgeot, move in—get us closer to Tentacruel!"
And so, in the city's darkest hour, Kazuki and Misty soared above the chaos, drawing every eye on the shore skyward.
"Pikachu!"
Pika!
Riding on Pidgeot's back, Pikachu understood immediately—he leapt down and unleashed a devastating Thunderbolt.
The water's conductivity sent the shock rippling outward—stunning huge swaths of Tentacool.
Butterfree followed up, blanketing the battlefield with Sleep Powder and Stun Spore.
The effect was overwhelming.
"Sky Hero!"
Someone in the crowd cried out.
Then another.
"Sky Hero!"
"Sky Hero! You can do it!"
On Pidgeot's back, Misty suddenly remembered—the mayor!
"Kazuki! The mayor's still in the water!"
"If something happens to him, Tentacruel's really finished!"
Kazuki tightened his grip on her and signaled Pidgeot to support Pikachu. "Don't worry. Wartortle and Bulbasaur are already on it."
"Help… help me… glug… I'm drowning…" the mayor cried from the waves.
Suddenly, two vines shot out of the surf, wrapping around the mayor and hauling him to safety.
Cough, cough—thank you… thank…
He looked up—and locked eyes with Bulbasaur.
"Th-Thank you… Bulba… bro…"
Then the cheers reached his ears.
"Sky Hero! Sky Hero!!"
Following Bulbasaur's gaze, the mayor looked up—and saw Kazuki atop Pidgeot, directing his Pokémon, driving the Tentacool back and saving the city from ruin.
"We… we're saved…"
"…Sky Hero, let's go!!"
Even the mayor joined the crowd, voice cracking with emotion.
"Sky Hero… fight on!!"
