A massive U-shaped conference table dominated the room, with the Five Kage seated opposite each other.

The Hokage sat at the center, while directly across from him was a separate seat occupied by Mifune, the General of the Land of Iron, serving as the mediator and overseer of the meeting.

The lighting focused on the table, clearly illuminating everyone's faces.

On the table before each Kage rested a hat symbolizing their title.

Ohnoki, Killer Bee, and Yagura all fixed their gazes on him, their expressions solemn.

Makoto smiled and continued, "It's called 'Brutal Justice.' Quite a fitting name, don't you think?"

The Mizukage, Tsuchikage, and Raikage all recalled how their respective daimyo's mansions had been reduced to rubble—obliterated beyond recognition.

Their hearts sank.

A suffocating silence filled the main hall.

The first to break the silence was the Kazekage, Pakura.

"Lord Hokage… could you elaborate on your plan?"

Makoto grinned widely. "It seems the Kazekage is the most pragmatic of us all. I quite admire that."

Pakura responded with only a dry chuckle.

Makoto then shifted his gaze toward the small old man seated nearby.

"Lord Tsuchikage, what do you think?"

Hearing Makoto address him, Ohnoki's eyes instantly sharpened.

"May I ask, Lord Hokage, after the establishment of this so-called 'family,' what will become of the Five Great Nations and the Five Great Ninja Villages?"

Makoto rested his chin on one hand, lazily replying, "In the future, there will be only one nation—an empire that will last for a thousand, even ten thousand years. Every existing country will be assimilated into this empire, and every person will fall under its governance."

He paused briefly before continuing, "As for the Five Great Nations… don't you all think they are the true source of war? They divide people, create barriers between them. What the empire seeks to eradicate… is precisely that."

His gaze swept across everyone present.

He withdrew his arm from the table, leaning back into his chair in an utterly relaxed manner.
