It took a long time and a lot of back and forth between Shika and three tails to finally finalized the Jinchuriki plan.
Shika's to leave the seal open for Three Tails just in case, but three tails will enter into a binding vow to not leave whoever his next Jinchuriki gonna be until he the end of his or her life of old age.
Of course, Three Tails didn't understood the binding but Shika did. This work almost similar as a seal, rather than making the vow act up after three tails leave his next host, Shika was gonna put the binding vow in such a way that it will already start acting up when three tails things about leaving the host. The only exception will be when the host itself is coming near to its natural end of life or agree to let out the three tails himself.
As for what was the binding vow was, simple enough, just not let the Biju use any of his chakra and he's not coming out of the Jinchurki's body even if he wish to.
Shika bunk on three tails not understanding the nature of binding vows and rope him in.
As for the seal, well Shika can't put a lock into it just as the binding vow, but he still had to come up with a seal which not only holds three tails but also at the same time protects the Jinchuriki and it's Biju from any outside interference.
That gonna be hard, it could take some time to do but he finds it a minor inconvenience in the grand scheme.
Now the only thing which was left to finalized was, who gonna be his next Jinchuriki.
This question let Shika turn his attention to his residential red head.
'An Uzumaki with the ability to use chakra seals. Who could be better for this job if not for her.' Shika knew it, but convincing the girl was another thing altogether.
"Karin…" Shika shouted, finding the girl already was in her chatty mode with Fuu while Shika was pretty much doing the same with Three Tails, probably the only difference here was that Shika wasn't doing it with his own violation.
"Karin." Shika shouted again, but the girl seem to be a little to deep in her conversation with Fuu to notice him. 'Or maybe she just doesn't want to hear it.' Grumbling he make his way to the girls who he only now saw were having picnic.
'So that why she wanted me to make those sealing scrolls…' A twitch in his eyes after seeing the discarded sealing scrolls which he made lying around, he can't help but sigh and then turn to the girl.
"Karin."
"Huh ?" Karin only now noticed that Shika was standing near her, almost giving her a jump scare. Shika was right on this one, even after having one of the best sensing abilities in the elemental nations, this girl was ridiculously easy to caught off guard.
"Wanna talk with you, come with me for a little bit." Shika said, earning a grumble from the girl but she took new that once Shika wanted something, its better to just do it fast, that way she could return to her break faster.
"Yeah, what you want ?" She asked, to which Shika sighed, not wanting to have this conversation with the girl but he can't help it, there is no other option better than Karin in this regards.
"What do you think about becoming a Jinchuriki…"
"Huh ? Nani ?"

[Somewhere in the Elemental Nation]
Deep in the wilderness, a small group of rogue shinobi gathered around a fire. Kazuma, the leader, spoke to his allies—Fuen, Fuka, and Fudo.
"Soon we will bring the true peace to this world, believe it my fellow patrions that our cause is noble," Kazuma muttered. "We will bring stability, but through power, not diplomacy."
Before they could continue their discussion, a cold voice interrupted.
"A noble Cause, first time me hearing there exist one outside mass murdering and giving the peace those people deserved, ah I wouldn't believe I'll say this but I kinda miss that Hidan...," Kisame said with large pointy teeths out, stepping into the light of the fire.
Kisame grinned beside him, resting his massive Samehada blade on his shoulder.
Kazuma's eyes narrowed. "Who are you ?"
Fuen, Fuka, and Fudo immediately took battle stances.
"That matters not, what's important is why we are here, Kazuma the defector from the Capital... we have a proposition for you..." Itachi also step forward behind Kisame revealing his red Mangekyo.
"I see, well bad for you, we are not looking for any. Kill both of them." Kazuma shouted without even recognizing who exactly these two were. If only he bothered to observe the two hooded figures more then he wouldn't have resorted to fighting.
Fuka charged first, aiming to steal their chakra with her kiss of death, but before she could even move an inch closer, Itachi's Sharingan spun. She froze in place, trapped in a powerful genjutsu. In her mind, she experienced endless deaths, breaking her will instantly.
"One already down, Itachi, I told you to leave them to me..." Kisame said, a little dissatisfied. With Itachi around, this usually happens.
"Make it quick and don't damage them too much." Itachi sigh, if it was to him then he just put them in Genjutsu and take them with him but that wouldn't sit with Kisame well.
Fudo slammed his fists into the ground, causing the earth to shake and rise in sharp spikes. But Kisame was faster, slamming Samehada down and absorbing the chakra from the attack, reducing it to nothing. Before Fudo could react, Kisame appeared behind him and smashed his fist into his gut, sending him flying into a tree, unconscious.
Kazuma and Fuen tried to retreat, but Itachi appeared before them in an instant.
"Who are you two ?" Kazuma asked again, this time in a wary tone.
"As I said, that isn't important," Itachi said. "Now I'll appreciate it if you come with us, all four of you."

In the dark caves of an abandoned hideout, Hiruko, a shinobi who had experimented on himself, sat quietly, waiting for the right moment to reveal himself to the world. He had stolen various kekkei genkai and believed himself to be unstoppable.
A swirling portal opened, and Tobi stepped through. Zetsu emerged from the shadows, grinning.
"Hiruko, you've been hiding for too long," Tobi said playfully. "Time to come out."
Hiruko chuckled. "And what makes you think I'd go with you, I told you last time I'm not interested."
Zetsu smirked. "Yes, I know... I know. But this time you don't have a choice my dear. I'm here to take you with me this time, not to just ask." Tobi smiled, not like anyone could tell if he was smiling.
"You can try..." Hiruko said and then suddenly moved, his body shifting as he activated the kekkei genkai he had stolen. A powerful lightning strike shot toward Tobi.
Tobi simply phased through the attack. "Again this... seems like you didn't learn anything from the last time," he said, appearing behind Hiruko. "Now be a good boy and come with me, or Tobi will spank you...."
Hiruko's eyes twitched, but before he could react, Zetsu's black tendrils shot out, binding his arms and legs.
Tobi placed a hand on Hiruko's head. "You have potential, let make sure that is used for a just cause...."
Hiruko had no choice but to accept. He had met his match.

High in the mountains, Raiga the former member of the Seven Ninja Swordsmen of the Mist, stood overlooking the valley below. He had been killing for sport, using his lightning techniques to strike down anyone who crossed him. This time he wasn't taken down by Naruto and team 7 means he was still a free man, more like a rogue shinobi.
"Raiga Kurosuki," a soft voice called out. This might be the first time in a long time since Raiga heard someone's voice. He had been in solitude for a long time now.
Raiga turned to see a woman with blue hair standing calmly, paper floating around her. "Who are you?" he asked.
"Konan of the Akatsuki," she said.
"Akatsuki..." Raiga narrowed his eyes, he heard of this organization, but his knowledge was shallow.
"How you find me and what you want..."
"I'm here to take you with me..." Konan replied in her usual cold expression.
Raiga laughed. "Is that right? hahaha... then let's see you try. It's been some while since I fought someone. Maybe you'll be a good practice."
Without hesitation, Raiga unleashed a wave of electricity, but Konan's body instantly transformed into thousands of paper sheets, dodging the attack with ease.
Before Raiga could react, paper bombs surrounded him and exploded. He screamed as the force sent him flying backward.
When the dust settled, Raiga stood shakily, his body covered in burns. "Damn… You're strong for a kunoichi."
Konan didn't respond, she had encountered many who underestimated her becuase she was a kunoichi. Never get to her, in fact it's just made her job easy. Those fools die the first who ignore her threat just becuase she was a girl. Though this one, she can't kill.
Instead, hundreds of razor-sharp paper sheets swirled around him. "Come willingly, or I'll cut you into pieces," she said coldly.
Raiga, knowing he couldn't win, dropped to one knee. "Fine… I'll join."
And the reason why this was happening, was becuase Akatsuki was lacking members currently. With only four working members since both Konon and Pain can't go out all the time, finding and capturing all the 9 Biju would be almost impossible.
They needed more members, even if they were just sacrificial pawns, they needed more man power.
And thus, they went out to bring any semi-competent rogue shinobi they could find.
