Dumbledore had been building up his network of relationships for nearly a century, something that Grindelwald could never easily shake.

Andy frowned and asked, "They duelled?"
"Yes! They duelled secretly once." said Malfoy Sr.

Andy had believed him before.
But after listening to Malfoy Sr., Andy didn't think Dumbledore and Grindelwald had really duelled.

If Dumbledore really wanted to arrest Grindelwald, he would just go and do it instead of allowing Grindelwald unhindered access to the Ministry of Magic.

Grindelwald is not immortal like Voldemort, so why can't he just get rid of him?
Andy was a little confused.

Malfoy slowly got up, grabbed the staff next to him, and said, "If you need anything, just ask the nanny here; she will take care of it."
After saying that, Malfoy nodded slightly and turned to leave the villa.
Andy leaned back on the sofa and slowly closed his eyes.
The situation in the European magical community still seemed a bit confusing.
It was mainly because of Dumbledore.
If Grindelwald had avoided Dumbledore, it would have been fine, but he has been brazenly entering and leaving the Ministry of Magic.
If Dumbledore really wants to arrest him, he can simply do so, given Grindelwald's 'wanted criminal' status.
There is no way their power is evenly matched, right?
