Phoenix was to engage with the dragons while Jay pursued after the God. Phoenix had still had his breath held for he wanted his own relatives trapped on the island to be safe and secure and for that he cannot let the dragons reach the Island because fighting there would only raze the island to the ground. Causing even more destruction.
At first the plan was supposed to be taken slowly and securely. Setting a base, winning over locals, flooding the markets, Infiltration, militarization and finally execution.
But due to time constraints Jay had jumped from base setting to execution.
He tried to flood the markets with money but in the long term this would have done more harm than good.
That's why instead of being invited by the God. He infiltrated his domain and caught him red handed in the act.

And just like that he had entered into another world. Where standing before him were the blood demon the ice dragon a DNA horde of demons and heavenly demon that were slain and absorbed by the spear.

A force especially made of clans who task is to train and become dragon slayer. Thus for safety it is kept in a safe environment.

The ballista fired the arrow and hit the Roaring Moon and the drug was released which fell on the scales and inside the skin which caused a terrible expansion as if the insides were being pushed outwards by an invisible force.
