As shown in original, Tobirama died protecting his students and named Sarutobi Hiruzen as 3rd Hokage of Konoha.
The Hokage Conference Room
All the clan heads were seated around the wide circular table. The tension was thick as if the entire village was holding its breath. At the head of the room stood Mito Uzumaki the widow of the First Hokage, flanked by the most powerful figures in the village Shimura Danzo and Sarutobi Hiruzen.
Tobirama Senju was gone.
Mito: "We must honor his final decision. His student, Sarutobi Hiruzen will carry the Will of Fire."
Sarutobi Hiruzen bowed his head slightly, offering no words. Danzo, Koharu and Homura stood silently behind him. Every member of the council knew what this meant.
Across the room, Raizen stood quietly his face emotionless.
Many glanced at him some with expectation, others with concern. He had the strength, the bloodline, and the accomplishments. Wood Release. Beast Bloodline. The title of "Dragon of the Leaf." He had surpassed many before him.
He was more than qualified to be Hokage.
Uchiha Kagami leaned over and whispered to his clan elder. The Uchiha were watching intently. A Senju not becoming Hokage? To them it was a rare win even if not their own. how long can Sarutobi Hiruzen rule than it will be Uchiha's chance.
Nara Shikaji narrowed his eyes, gauging the room.
As the vote was called, one by one clan heads gave their nod in favor of Hiruzen. Mito watched solemnly as the count swayed in his favor. She had already spoken to many of them. This was decided before the meeting even began.
Then came a moment of silence.
Raizen slowly stood up, his chair scraping against the floor. All heads turned to him expecting a protest. A speech. Perhaps even a demand for justification.
Instead he said nothing.
He simply turned and walked out of the room.
The silence said it all.
Mito stared at the doorway. Her chest heavy with guilt. She remembered her conversation with Tobirama. He was feeling that he's been observed. He tried to find out, but failed to do so. He knew that something might happen to him soon, maybe someone was plotting against him and his last words "If anything happens to me, choose Hiruzen. He must become the next Hokage to set an example that Konoha does not solely belong to Senju."
She had made a promise. But even she couldn't deny the accomplishments of Raizen.
Outside, the village continued its day unaware of the storm that had just passed within the council chamber.
The next morning, panic swept through the Senju Compound.
Senju Elder: "He's gone?"
Might Fist was the one who found the letter. It was short, left neatly on Raizen's desk
"Don't look for me. I need to find my own path"
Mighty Fist clutched the note, fists trembling.
Might Fist: "You idiot... why not tell me...?"
Tsunade arrived minutes later, Jiraiya and Orochimaru following behind her. She saw the empty room and understood.
Tsunade: "He really left... so the elders were telling the truth"
Even the younger ninja felt the shift. The Dragon of the Leaf had taken flight leaving behind a legacy, but also an ache.
Rumors began to spread quickly.
Some said Raizen left out of disappointment. Others said he was searching for more power. A few feared he had been betrayed. But one thing was clear the village had lost something that day.
In the shadows of the Hokage Monument, Sarutobi Hiruzen stood alone gazing at the stone face of his late master.
Sarutobi Hiruzen: "You entrusted me with this village... but I wonder, sensei did we lose something even greater?"
Elsewhere, far from the village in the dense forests, Raizen stood atop a cliff, wind whipping through his hair. His eyes scanned the horizon.
He had no destination. No orders. No village.
But he still had his strength. His will.
And a storm was brewing.
