"Alright, it's time to put this brain power to good use and make a hell of a good plan. Repeating 9 months over and over is not something I feel comfortable with."
Sitting down in front of a table with a long piece of paper and a pen in his hand, our protagonist started to write with a frown on his forehead and a troubled expression.
"First, I can't just reveal that I have time-traveling powers. I'm not worried about normal people or even the government, to be honest... although putting my parents in danger is something I also don't wanna do. Revealing that I have time control would put me on Hydra's list to kidnap and disappear. Even Kamar-Taj and the Ancient One could end up knowing. I don't wanna risk betting if that bald-headed sorcerer decides that I'm a threat to cosmic balance and puts a Mahoraga in me with the Vishanti."
Deciding to first write his primary goals, this is what Adrian wrote:
Primary Goals:
Prevent 9/11 if possible.
Minimize casualties if not.
Avoid exposure as a time traveler at all costs.
"Alright, now that I've put basic rules and goals, time for planning."
In a normal world, having prior knowledge of this act of terror would make prevention plausible. Having a time frame of 8–9 months and being able to have infinite tries made it easier—it was just a question of time, something Adrian had plenty of.
"First, I have to take into account that this could be an inside job. After all, we can never know with Hydra. So just warning NORAD or the CIA Counterterrorist Center with plausible evidence and staying anonymous is immediately off the table."
But having a literal Nazi organization infiltrated in one of the most powerful institutions in the world—and nearly every aspect of government—made it a lot harder than it should be.
"Now, securing funds is a must. Maybe get a PO box... although I'll need an adult identity to do that, so… getting legal documents is a must. A burner cellphone and a PC that isn't linked to me in any possible way should do the trick."
Slowly but surely, a possible plan was taking shape. Having that extra brain power really came in handy.
"Now, I only know which flight numbers hit the WTC. However, I don't know if those will be used in this universe or if they even exist in this timeline, so I guess I can't count on that. Takeoff and hijacking times are probably the same, so I can probably use that. In the worst-case scenario, to minimize casualties, I can make some phone bomb threats so gates and terminals get delayed."
'Oh yeah, it's all coming together now.'
Time passed while Adrian planned, until slowly the sunlight started to seep through the window—something our protagonist noticed with a shocked expression.
"What?! It's already the next day?! I got too absorbed… Welp, at least I've got a general frame of what to do now."

Finding himself suddenly back in his bed with rain pouring outside, Adrian stood up with a satisfied face and looked at the paper on the table, now completely blank. Sitting down again, he started writing, this time with a clear outline in mind, so the details flowed more easily.
[1 hour later]
"Alright! I think this will do. If it doesn't work out, I'll change it in the next loops."
Whistling softly, our protagonist admired his work. On the paper was written:

Establish or assume a plausible identity.
Open a PO box and anonymous email accounts.
Get a burner cellphone or prepaid landline (easy in 2001).

3. Target the Hijackers
Use anonymous phone tips to:
Warn the FBI of suspicious behavior by named individuals in Florida and Boston.
Report them as planning something at flight schools or renting apartments under fake names.
This increases pressure on law enforcement and could lead to surveillance or arrests.
4. Create Public Noise
Submit fake terrorism-themed fiction to newspapers or literary magazines that eerily mirrors 9/11.
Send fake internal memos (printed to look like leaks) to the FAA or Port Authority, warning of "credible September 11 threats to the World Trade Center by air."
5. Mass Anonymous Tips and Threats
In the first week of September:
Flood the FBI and FAA with:
Specific, anonymous bomb threats for the morning of 9/11.
Reports of Middle Eastern men boarding flights with dangerous materials.
Send evacuation warnings to:
Major firms in WTC (like Cantor Fitzgerald, Marsh & McLennan).
Random tenants in the tower (via fax or mail): DO NOT COME TO WORK ON TUESDAY, SEPT 11.
6. Disrupt the Flights Directly
On the morning of 9/11:
Call in bomb threats to:
Logan (Boston), Newark, and Dulles airports.
Target the departure gates for the four flights.
Alternatively, pose as a concerned passenger who overheard hijacker conversations.
IN WORST CASE SCENARIO
An hour before the attack, blow up a truck in the WTC's underground parking.
Nothing too crazy—just make a big boom and get the gas tank burning for lots of dramatic black smoke.
"I think I cooked with this plan."

Having finished writing, our protagonist loaded his savefile again, thinking: Better to have as much time as possible—physical evidence of foreknowledge is a no-brainer.
Standing up from his bed, Adrian stretched his body, letting out a groan in the process.
"Now, let's start by winning some money. Would sports betting be the way? I can always just load again for prediction. I know this plan technically already started even before 2001, since some of the hijackers arrived in January to lay foundations and hide in plain sight. However, I'll need to get some money first to start gambling."
Opening the door of his room, he walked to the kitchen, opened the fridge, took out a chocolate bar, and took a bite while glancing at the clock.
'7 a.m., huh. There are still a few hours left before I need to go to my guitar classes.'
With a satisfied face from the sugar, he put the rest of the chocolate bar back in the fridge and walked to his parents' room.
"First wake them up… then try to make some money."

Author Note: With the plan laid already, next couple of characters will involve a lot of time skips, with some character interactions and statements of what he had currently done while in the timeskips, as this arch will involve at least 2 loops, important characters will also appear while in it so there is that.
