This could probably be either talking about some decks that's especially good for going second like Numerons, could be a Duel Links tournament, I dunno, never played that game, or the GOAT format, where people replicate the exact conditions of 2005 metagame, where duels are still somewhat slow and handtraps other than kuriboh doesn't exist.)
