He was going to send a fake message to Maximilian, and lure him out. He knew that Maximillian wouldn't call Lucas or Ethan for help, and his only choice was Leonardo.
Xavier let him and Leonardo come play gangsters. They'd wait outside the academy and try to kidnap him.
