His idea of coming to hire Misfits arose recently, when he returned to the city and heard some of the things the Misfits had said that day.
Almost all the Misfits in the City are under the Clarks' control, who believe they have total control over them. However, they can't control some things, and Elliot knows this because he has been working with them for two years.
He understood perfectly what they were doing and also the kind of people they were: they all craved money.
For them, their god was money and nothing else. That's why buying them with money was a good way to turn them around.
Unfortunately, he does not have the money to do so. He knows that between the Misfits and the Clark smuggling they handle daily, they move more than $4 million; he can't compete with that level of power.
