That day, the Three Generals had taken advantage of a break in Ace's training to bombard him with questions, eager to learn the foundational knowledge of this new world. They were feeling quite satisfied with the answers when suddenly, a voice echoed in their minds.

"Qin Lin, Yang Yi, Fang Lan , Three Generals."

In that instant, they understood.

It was His Majesty.

They would never mistake that voice. Only one person could communicate with them directly through thought alone: the King of the Qin Nation.

"Your Majesty!" The Three Generals cried out, excitement lacing their voices.

"You've arrived here as well?"

Madara, who had been supervising Ace's training, paused as he sensed the sudden shift in mood. His sharp eyes flicked toward the Three Generals, his focus sharpening.

"Master?" Ace blinked in confusion. He noticed that his usually cold and stoic master had gone quiet, as though silently listening to someone speak.

"That's right. I've arrived. I'm currently in East Blue," Qin Yi's voice sounded again, calm and composed.

Far away, in the East Blue, a steel-clad warship cruised steadily across the waves.

Having assimilated advanced military technology from the Dragon Emperor World, the King's World had no shortage of modern warships, imposing symbols of its dominion. Realizing that claiming an uninhabited island would accomplish little, Qin Yi had summoned one such warship from the Qin Nation, accompanied by ten thousand elite Marines.

As for their next course of action, he left it in the hands of the Parliamentary Institute. For now, he chose not to interfere, waiting to see what direction their discussions would yield.

Since arriving in this world, Qin Yi had come to a decision: his identity here could only fall into one of four roles: pirate, Marine, revolutionary, or king.

It was a delicate choice, one that demanded full commitment once made. Entrusting it to the Parliamentary Institute lifted the burden, at least temporarily.

From what he'd learned so far, the political landscape of this world, especially the chaotic proliferation of pirates, was highly convoluted. Combined with the sheer scale of the oceans, this world felt even broader and more fragmented than the shinobi nations of the Naruto world.

His original plan, to land with ten thousand elite troops and conquer territory to establish a kingdom, had already been deemed reckless and infeasible. The Institute had outright dismissed it.

Taking a break from strategy, Qin Yi decided to contact his trusted Generals.

"East Blue?"

Qin Lin was surprised. Thanks to Ace, they'd already learned that this world was divided into the Four Seas and the Grand Line. He hadn't expected His Majesty to be in East Blue, of all places.

"Your Majesty, we're currently in the first half of the Grand Line," Yang Yi reported promptly.

"Oh? Is Madara with you as well?" Qin Yi asked, unsurprised. After four months, he no longer concerned himself with the whereabouts of the original four-man exploration team.

"Yes, Madara-san is here. He's even taken a disciple, a boy named Ace." Fang Lan replied, chuckling.

At that, Qin Yi's body stiffened slightly.

"Ace?"

"Portgas D. Ace? Fire Fist Ace?" Qin Lin asked, frowning. They hadn't yet learned Ace's full name, only the nickname, but it aligned. What puzzled him more was how His Majesty, who had just arrived in this world, already seemed to know.

"Yes, Your Majesty, that's him." Qin Yi rubbed his forehead, a wry smile tugging at his lips. Madara… taking in Ace as a disciple? That was completely beyond anything he had anticipated.

After exchanging a few more words, Qin Yi ended the mental connection.

This form of communication relied on the King's Strength, a unique, reality-binding force within the King's World, and it consumed a vast amount of energy, comparable to casting a high-tier S-rank jutsu. It was not something he would use lightly.

Leaning back in his chair aboard the warship, Qin Yi tapped the armrest with his index finger, deep in thought.

Madara taking Ace as a disciple, that had truly caught him off guard. But as the King's World expanded and assimilated more dimensions, such strange events might become common.

He murmured the word, frowning.

There appeared to be many options ahead, yet none truly suitable. A king becoming a pirate? That was utterly inappropriate. Joining the Marines meant serving under another power, also unacceptable. As for the Revolutionary Army, Monkey D. Dragon already stood at its helm, and Qin Yi had no intention of clashing with someone whose goals and ideologies diverged so drastically from his own.

Only one path remained.

"Establish a nation."

Indeed, in the One Piece world, there was no true sovereign nation that rivaled the World Government, no independent kingdom that stood shoulder-to-shoulder with the great powers.

Challenging? Certainly. But also… exactly the kind of ambition worthy of the King's World.

"Your Majesty, we are here to report."

The six took their seats at the long table before Qin Yi. Li Qingya, always poised and serene, smiled gently as she spoke.

"Very well. Let's hear it," Qin Yi nodded calmly.

"Based on the intelligence Your Majesty previously entrusted to us, along with the data we've personally gathered from the islands we've passed through over the past few days, we've conducted a comprehensive analysis and drafted a preliminary strategy."

"First, while we do not know how Your Majesty acquired such detailed intelligence, we must once again commend your unmatched insight. The accuracy of the information was nearly flawless, deviating only slightly from the actual state of things."

Li Qingya's voice was like water flowing over in a soft, soothing, and full of grace. As she spoke, her gaze lingered on Qin Yi, eyes clear and deep, subtly conveying something more personal beneath her words.

"Continue," Qin Yi said, waving her off, completely unfazed by the subtle undertone in her look.

"After thorough discussion, we have reached the following conclusion: Your Majesty must still establish a nation in order to conquer this world."

"According to our research, this world possesses a mysterious void in its history, a blank century that no one fully understands. People here are desperate to uncover the truth of the world and chase their ideals."

"They yearn for freedom, for wisdom, and for a future shaped by their own hands."

"Meanwhile, the global government alliance , though it presents itself as a beacon of order , has, over time, slipped unknowingly into tyranny. While they claim justice, their actions contradict it."

"In this escalating conflict between dreamers and dictators, it is the common people who suffer the most."

Wang Ye's voice carried weight as he continued.

"Therefore, we propose that Your Majesty begin the process of nation-building, gradually annexing islands and existing nations, step by step, constructing a political coalition capable of rivaling the World Government itself."

"If done correctly, your kingdom will expand in scale and influence. Once your power reaches the level of a Yonkō, it will likely begin to affect the very Source of this world."

"At that point, it may become possible to construct a Realm Gate and summon a grand army from the King's World."

"According to General Yang's most recent report," Wang Ye added, "the Qin Nation currently commands a standing force of fifty million."

"If even a fraction of that army were to be deployed into this world, we could overturn the balance of power completely, consuming the entire world beneath our banner."

Qing You, dressed in black silk and appearing no older than a girl, spoke with cold clarity.

"Yonkō?" Qin Yi raised an eyebrow, the term unfamiliar.

"Yes," Li Qingya replied.

"In this world, a Yonkō is one of the Four Emperors, pirate lords with power great enough to stand against the World Government itself. To open a stable Realm Gate, Your Majesty must possess strength at least equal to a Yonkō's, not just personal strength, but influence, territory, and followers."

"The will of the world, though not conscious, is influenced by power , both individual and collective. The stronger you become, the more you can impose your will upon the fabric of this reality."

"Based on our calculations, the civilization level of our own world is now roughly equal to this one. And before long, we will surpass it , that is the trajectory we're on."

Lin Zhuo added with logic and precision.

"Building a kingdom remains the most fitting strategy for expanding influence in this world. Realistically, Your Majesty has no better alternatives left."

Qin Yi sat in contemplative silence.

The plan they had proposed echoed the ideas he had once considered privately , only now, it was refined, precise, and backed by detailed strategic analysis.
