The woman pointed the knife at Kelvin. Unlike the Elite warriors and other underground agencies that carry on the various kind of jobs, the Red shadow was different. They only carry on jobs that suit their life purposes. If it doesn't fit their destructive goal in the future, they wouldn't go for it.
Defeating the Elite warriors would help restore a balance in this city and help other agencies that were under the Red shadow to progress, so because of that, they needed to wipe the elite warriors, while still throwing a hint to the Supreme Circle that a war was coming.
