The Wandering Alliance should focus on the present; they now know the requirements of a Level 5 Civilization and have acquired the theories of information energy. They should concentrate on research, as this is the right path ahead.
Moreover, although the Wandering Alliance has mastered Unified Force Technology, it has not yet been applied to all aspects of society, and the civilization has not undergone any qualitative change. It is still a Quasi-Fourth Level Civilization. It can be said that there is a lot, a lot more construction work that the Wandering Alliance needs to do.
