During the War of the Four Kings, Morford Velaryon (the young count's father) brought along his bastard brother Ored to join Stannis' faction. Morford died in battle on the spot, and Ored Waters was taken prisoner.

Ored Waters surrendered to Joffrey.
After Tywin's death, the politically clueless Cersei rose to power.
During that time, many flatterers and sycophants gained prominence at court simply by pleasing Cersei. King's Landing was engulfed in chaos, which Jaime mockingly referred to as "a feast for crows."
Ored, whose striking resemblance to Rhaegar caught Cersei's eye, was one of those "crows."
From a commoner of no standing, he was promoted to the position of Master of Ships—one of the small council members.
After the Battle of Blackwater, the royal fleet was all but destroyed. Cersei, swayed by Ored's "advice," diverted more than 500,000 gold dragons—originally meant to be returned to the Iron Bank—to build an ultra-luxurious fleet.
The fleet consisted of ten massive galleons:
Duke Tywin,
Sweet Cersei,
Brave Joffrey,
Lady Joanna,
Lioness,
Queen Margaery,
Golden Rose,
Duke Renly,
Lady Olenna,
Princess Myrcella.
The flagship Duke Tywin had three decks and 800 rowers, making it the most powerful battleship in all of Westeros.
After Cersei was imprisoned by the High Sparrow, Ored and the royal fleet were supposed to be her final support. But instead, Ored betrayed her and fled with all ten galleons.
In fact, aside from the "biochemical expert" Qyburn who had nowhere else to go, all of Cersei's trusted aides abandoned her.
Yet, even after she regained her freedom, she still tried to bring those "scavenger crows" back to her side to support her again.
Truly remarkable.
Let me also gripe a bit about the timeline in A Song of Ice and Fire.At the start of 299 AC, Joffrey dies. About two months later, Tywin is killed by Tyrion, and Cersei assumes power.
Another month passes, and "A Feast for Crows" begins. Around this time, Lord Waters begins building the super fleet for the Queen Regent.
Let's not even mention the rest—just look at that Duke Tywin:Three decks. 800 oars. (This figure is explicitly mentioned in the books.)That's an absolutely terrifying warship.
Honestly, I even doubt whether Earth's shipwrights could build something like that (with wood). After all, it's not just meant to float—it must dominate naval warfare. Its keel has to be so strong it can crush smaller warships without taking any damage itself.
So not only is it enormous, but it must also be incredibly sturdy.
Of course, the world of Ice and Fire has magical wood like weirwood—building such a monstrosity might just be possible.
But here's the key: from scratch, how long would it actually take to build a ship like that?
"Feast for Crows" lasted less than half a year before Cersei was thrown in jail. The tree fell, and all the foxes scattered. Lord Waters fled with all ten galleons.
By then, the year 300 AC (the beginning of Winter) was just a few months away.
