Arturian the Younger had just completed his six year study at the university. He wasted his time there.
He had studied at the University of Natovis, a prestigious, elite school that was largely attended by three types of people. The most meritorious citizens who earned a full scholarship, people who had connections with the authorities, or those who had the ability to pay the hefty price of tuition.
There was a time when education was cheap and plentiful. There actually was an effort to get most people educated in the Layered city.
The City of Natovis though, had decided education should be elite. The authorities decided long ago, especially after getting cut off from the lower levels, that there was not a need for everyone to be educated. The Authorities further reinforced this decree with saying most people were not interested in being educated in the first place.
