only the first floor of the three-story dormitory was currently fully occupied.

The reason Ronald had turned his attention to this apartment dormitory was due to an individual who abruptly resided alone on the deserted third floor, entirely inconsistent with the occupancy plan of the building.
Of course, Ronald did not believe that, on his first night of investigation, he would catch either Mil or the "Nine Commandments" Caster.
Such a search was, at best, a methodical pursuit,
