In other words, this Rattata's moves had strong power but suffered from reduced accuracy due to its Hustle Ability, making it the perfect target.
Kalia's Pokemon have always emphasized evasive capabilities, honed through battle experience, which wouldn't diminish just because they entered the Dream World. Facing a Rattata with the Hustle Ability was undoubtedly advantageous for them.
"Charmander, Treecko, Vulpix, we're going to attack this Rattata next," Kalia softly instructed, scanning the area. There were few Pokemon nearby, with only this single Rattata present, presenting the best opportunity.
The Rattata appeared to be eating and didn't initially notice the three approaching Pokemon. However, being highly alert, as soon as Lian got closer, the Rattata swiftly turned towards him.
With a squeak, the Rattata wasted no time and launched an immediate attack. It charged forward, leaped up, and began spinning rapidly. To everyone's astonishment, flames erupted around its body, transforming it into a fiery whirlwind resembling a blazing tire, hurtling straight towards Lian.

Lian was stunned. What sorcery is this? A Rattata unleashing the Fire-type move, Flame Wheel, right before his eyes!
Fortunately, Lian reacted swiftly as Rattata charged directly towards him. He immediately unleashed his Explosive Power and dodged to the side.
It seemed that using certain skill-based abilities was still possible within the Dream World, likely not affected by its limitations.
Rattata, unable to change direction mid-air, would have collided with Lian if he hadn't moved quickly.
At Lian's current level, although he wouldn't fear the burn from Flame Wheel, the impact force could still injure him and potentially hinder his subsequent combat performance.
