Jimmy had just referred to a place with Spencer which was actually another division of the FBI, the elite of the elite, the Hostage Rescue Team (HRT), assigned to the FBI's Critical Incident Response Group (CIRG).
Although HRT's training base was located in Quantico, it was not inside the FBI Academy but rather in a separate camp outside. As the most elite and top-notch law enforcement unit in the entire American police system, HRT is the only top-tier civilian special squad on standby 24/7.
As a special squad, HRT is not comparable to the police system's SWAT but to the military's special forces, such as the commonly compared DEVGRU of Seal Six and CAG (often referred to as Delta). In fact, HRT often conducted joint training and counterterrorism missions with the military special forces; for instance, in Afghanistan, HRT had been photographed participating in local missions alongside Army special forces.
