It's actually much easier for people of Chongming Country to awaken their Divine Bloodline than for those of Cangyuan Country.
Due to the lack of resources in Cangyuan Country, they need to go through assessments at Neptune Military Academy annually. Only those who pass the selection can go to the Sea of Stars, enter the Holy Pond, undergo the baptism, and thus awaken their Divine Bloodline.
But Chongming Country possesses Supreme Wisdom. As long as one has the bloodline, they can awaken it through the hands of Supreme Wisdom, even if the bloodline is quite thin and low-grade.
They do not need assessments like the Cangyuan people, nor do they need to wait for the Holy Pond to open.
How could the bloodline not awaken?
