In the Magic Kingdom, influenced by the power held by the "Five Major Institutes," the cities where the Five Institutes are located are also known as the "Five Capitals."
The so-called Five Capitals are Luennolay where the Research Institute is located, Domlia where the Investigation Bureau is, Vanaheim home to the Civil Administration Institute, Olatio hosting the Finance Court, and Hemwein where the Magical Affairs Institute resides. Because of the presence of the Five Institutes, these cities have subtly higher status than others and therefore undertake many responsibilities other cities do not need to bear.
