This is the dilemma facing Gu Hang: fifty severely compromised worlds, and if you count in those two Founding Worlds, the problem is extremely serious.
If we want to manage it, at the same time taking action on these worlds, we don't have the money and resources. The 'Pest Control Office' model, with the Alliance playing a leading role, uses Alliance troops as a force to break the balance, essentially relying on local planetary power as a foundation, integrating armies on-site, recruiting soldiers, and producing resources needed for military purposes to eliminate serious or not serious infection groups.
But on worlds where the 'Pest Control Office' model does not apply, the Alliance's Expeditionary Force must not only tackle the tough battles and fight key battles but also take on the comprehensive annihilation battles.
That's too difficult, the Alliance can't afford to simultaneously engage in so many intense battles on so many worlds.
