As a city with significant artistic value, it really shouldn't be like this. At the very least, developing it into a cultural tourism hotspot wouldn't be a problem—it definitely shouldn't have turned into its current state.
The world-shaking throat-slitting incident involving tourists last time ultimately ended with no resolution. The reason, in fact, was incredibly simple: there was no legitimate force capable of penetrating this area, and those two tourists had trespassed into the Mafia's forbidden zone unauthorized.
This kind of thing is hard to handle. Paying a steep price for just two people is honestly not worth it. In the end, they came up with some reason, but it wasn't anything that could truly satisfy anyone.
