He was from Konoha they were from Suna, simple as that. He didn't need to stand from a moral high ground and call them evil.
He will plot against all 5 hidden villages and them being not good people only made his decision easier, Itsuki wasn't a good person but he wasn't a bad person either.
He had already claimed the Land of Snow, 30% of their revenue would be sent to the Senju clan and in return he would offer protection.
He could have taken more but he needed the Land of Snow to develop as it was Senju's property, and he still had a bit of conscience in him.....

Kana ( Saya's sister ) was leaning against the wall of her sister's ward while she listened to the faint sounds of arguments and shouts from inside.
She had a complicated expression while she clenched her fists in anger and sadness.
Naturally, her parents got furious the moment they found out that Saya was pregnant. They wanted her to get rid of it, Kana expected this and maybe her little sister also knew this in advance.
In times like these, she did envy others for having parents who at least cared about their children. The only thing her parents cared about was their family name and prestige.
After finding their long-lost daughter, they didn't think twice before deciding on an engagement for her. But as long as she was here they can't do anything to Saya as she will stop them.
Even at a time like this her parents still only cared about themselves and didn't care about her sister's feelings.
Right now Saya was in a fragile state and the only reason she was out here while her sister was listening to the rebuke from her parents was because her sister told her to wait outside until she dealt with them.
She didn't want to leave her alone with these cold-blooded people, but being met with her sister's sincere and adamant gaze she could only stay outside while telling her that she would come in if she felt it was necessary.
She could faintly hear the enraged voice of a male, which caused her to snap out of her daze and immediately go in to check on Saya.
" Saya! Get rid of the bastard in your stomach, if not then don't blame us for not recognizing you as our daughter " Kana heard her mother say coldly while she was gazing at her sister with an indifferent gaze while holding on to her father who was taking deep breaths to stabilise himself.
Kana didn't bother paying attention to them, she had a worried look on her face as she gazed at Saya whose eyes were a little red probably due to crying.
Kana felt her heart clench and she felt furious when she thought about these two coming over to make things difficult for Saya when she was going through so much in her life.
If these people were not her parents then she would have someone throw them out this instant.
She knew that since Saya was pregnant she was very prone to mood swings and it was easy for her to lose stability in her emotions. So during a time like this when she should have received a lot of support and love to help her tide through it, instead she was getting shouted at and rebuked.
Kana felt like an idiot for leaving Saya alone with these people, she blamed herself for making that stupid decision. She didn't want to upset Saya so she wanted to fulfill all her needs and wishes so she made that mistake.
Kana walked over to Saya and hugged her frail form, making her rest her head on her chest while she stroked her back soothingly.
Kana could feel two glares which were filled with annoyance and anger, she understood her parents didn't want Saya to be like her ..... someone they could not control.
They wished to have an obedient daughter who would follow all their arrangements without causing them much trouble.
If not for them sharing the same blood she would have already cut off all ties with these people .... but now she may have to reevaluate that decision.
It might be easier said than done, she may hate her parents but at the same time she longed for a family, she hoped they would change someday or maybe deep down her parents did love her.
Kana was a fully independent woman with her own business and companies that she owned, she was in no way dependent on her parents. Maybe she did owe them something for providing her with the best education and maybe connections when she started her company.
Her parents were unable to control her and the marriage they arranged for her was also rejected by her because she was dating her long-time friend from college.
His background wasn't as affluent as hers so Kana knew her parents would never allow her to be with him, thus she hid it and it was all fine until this engagement came up.
She had no choice but to reveal the truth and her parents were not happy but they couldn't force her as she was an adult and they couldn't disown her either as she was the only child until then....
