That's why Pannis just told Lord Weston that voicing such concerns is meaningless, as it only brings countless troubles and endless headaches. The truth can now only be guessed at, and no one dares to bet on a probability where the chances of being right or wrong are nearly equal. Neither Pannis nor Lord Weston dares, because if they guess wrong, the cost would be unbearable.
