Every Divine City has at least one True God Realm Deity to oversee it, and it is because of the powerful presence of such a deity that they can suppress any deities entering the city. Otherwise, if there were no strong entities within the city, the deities would feel free to act without fear of any response from the Divine City, and it would be annihilated in a very short time.
And building a Divine City is certainly not merely to provide the nearby deities a place to reside!
Deities in the Divine Realm are not so noble. If they cannot gain sufficient benefit themselves, no one would engage in any action that harms themselves to benefit others. Only when there is enough benefit will the deities consider accommodating other deities.
