Controversial Law Passes by Narrow Margin, Magical Creatures Granted Rights

Chaos erupted yesterday in the Wizengamot as one of the most divisive pieces of legislation in recent memory was passed by a mere three votes, granting nonhuman magical beings full legal rights, including the ability to enlist in Britain's defense during wartime.

The legislation, proposed under the guise of wartime necessity by Herpo The Foul, and later championed by his brother Morpheus Everglade, bypassed traditional drafting through the invocation of emergency law protocols—a controversial decision many are calling a "legal backdoor to madness."

The law, now irrevocably recorded in the books of the Wizengamot, grants full rights and privileges to creatures previously regulated under the Department for the Regulation and Control of Magical Creatures. This includes goblins, centaurs, merfolk, and other "beings," some of which have a well-documented history of rebellion, violence, and hostility toward wizarding society.

Critics of the bill, including Lord Lestrange, Lord Avery, and Lady Melrose, argued passionately that the new legislation could undermine the very foundation of wizarding governance, and lead to another Goblin Rebellion, if not worse.

"They claim to want equality," Lord Lestrange said during the session. "But what they truly want is power, and now we've handed it to them on a silver platter."

The law's supporters, however, included surprising figures such as Lord Nox and Lord Arcturus Black, both of whom admitted that the magical beings could play a vital role in winning the war. 

But the Daily Prophet has obtained exclusive reports suggesting that some of these so-called allies have already begun demanding additional privileges, including territory, resources, and independent magical councils demands that critics argue could fracture the Ministry's authority beyond repair.

Perhaps most disturbing was the theatrical arrival of Morpheus Everglade during the session, adorned in strange foreign robes and declaring himself "ambassador of the goblin nation." Using magic that seemed to lull the court into silence, Everglade threatened economic and military consequences if the law was not passed.

Is this the future of wizarding Britain? Where threats and coercion override tradition and due process?

The Daily Prophet will continue to monitor developments as they unfold. For now, citizens are urged to remain cautious, report any unusual magical activity, and avoid contact with unknown magical beings until further Ministry guidelines are issued.

Morpheus laughed as he read the paper before tossing it down onto the table. Across from him Arcturus and Cassiopeia sat and to the right of Morpheus was his brother Herpo. 

"At least the law passed though I hardly think things are going to end here," Herpo said grinning as he took a sip of his wine 

Arcturus huffed in empty amusement, "I was surprised you contacted Cassi, and I to help you win the vote." he said swirling his drink, "I trust the benefits we discussed will proceed?" 

Cassiopeia snorted, "I had to use some good information to get some of them to switch their votes. Nox was surprisingly malleable makes me wonder if we are missing something in his information packet." 

"Indeed." Morpheus began while taking a heavy packet of parchment from his inner robe, "Here is what you agreed upon, look over it and I have set up a meeting with the Goblins for you to iron out the rest of the deal." 

The parchment flew into Arcturus's waiting hand, "Good, if everything works out as planned we should be in a great position after the war." he said while looking over the packet 

Morpheus simply smiled, "Indeed! Now that Nox endorsement was a surprise, though I think the biggest surprise was no one called for Mulciber's arrest. I heard he admitted to being a death eater recently." his gaze swept over to Herpo 

"Even if someone were to have called for his arrest it would have been pointless. The minister can't afford to have any Lords being tried for terrorism right now, it would sully our standing in the ICW if everyone knew our dirty laundry. Especially with the summit so close." Herpo explained with a shrug while he poured himself and his brother another glass 

"Enough talk over these plain matters let's discuss something of importance." Cassiopeia drawled 

"Oh like what?" Morpheus asked leaning back in his chair 

"Like where you have hidden the anchor in England, Don't you think that's something your allies should know?" she asked sharply 

Morpheus smiled thinly, "Ah about that."

The snow-dusted peaks of the Himalayas loomed silently around the glittering dome of the International Confederation of Wizards Summit Hall, a gleaming, circular citadel carved directly into the mountain's face. Invisible to Muggle eyes and warded beyond comprehension, the hall shimmered like an aurora of spells, layered with runes older than most living beings. humming with layered protections cast by the greatest magical architects across centuries.

Today, the world had come.

Flags from every magical nation billowed in the icy winds, embroidered with unique sigils phoenixes from Spain, dragons from China, enchanted cacti from Mexico, river spirits from Nigeria, and countless more.

A camera flash went off. Then another. Then a storm of them.

Wizards and witches, wrapped in formal robes of every imaginable cut, began pouring through the enchanted archway that served as the sole entrance. A long stone walkway stretched from a portkey platform where dignitaries were arriving one by one, escorted by aurors in armor blessed by seers, protective charms flaring as the ancient wards scanned each new presence.

A tall, copper-skinned witch from Brazil, wearing deep green robes adorned with jaguar prints, gave a polite nod to the cameras before vanishing into the archway. Close behind her, a delegation from Japan, their crimson and white ceremonial garb glowing with softly swirling kanji symbols, moved in total silence until the youngest of them caught sight of the snow and smiled.

The South African delegation arrived with thunder literally as a summoned storm cloud followed them in as part of their entrance, a show of magical force. A Zulu war-mage with glowing tattoos stood at their front, shielding his eyes from the relentless camera flashes.

A delegation from India came next, shimmering in gold-accented kurtas and saris, led by a woman whose bangles jingled with layered protective charms, and whose third eye painted and magically active glowed faintly violet. An elephant patronus briefly strode behind them before vanishing in the snow.

"Minister Rajni Devi of Bharat, one smile for the Prophet!" a wizard-photographer called. She gave none.

From France, elegant and cool, came a stream of wizards in icy blue robes, whispering to floating enchanted mirrors that recorded their thoughts in real time. The Beauxbatons Headmistress flanked them, offering a curt nod to reporters.

The Americans arrived with far less grace, their delegation descending from a clockwork airship that hissed as it landed. Wide-brimmed hats, leather wandslings, and the ever-suspicious glances of war-trained magical marshals set the tone as they walked off the ramp.

At last a figure of midnight appeared. The figure wore robes of deepest midnight, his skin as pale as the snow around them. and his presence immediately calmed the chaos around the entrance.

Morpheus Everglade had arrived.

"Lord Everglade, a comment for the press?"

"How do you feel about being the most hated wizard of all time?" 

"MURDERER!" 

"Care to comment on the lives lost because of you?" 

He offered no reply, only a slow gaze to the horizon, before disappearing into the hall's threshold.

Inside, the massive circular chamber had begun to fill rows of floating benches forming a wide circle around a central dais where Tenzin would soon rise and open the summit.

The world had come to speak.

And for the first time in centuries… perhaps the world would listen.
