What they were getting involved in was related to the six factions and how Emperor Kalos was going against them. If they were to get involved in this matter, then that would mean that they would be going against the six factions.
So Emperor Kalos didn't feel like these adventurers could be trusted.
Those that were moved by money were the ones that were the easiest to sway.
