The entity he ruled was Happiness Island, not the Tianen Group. The power possessed by the Seven Giants was merely granted by the giant dragon.
To grant meant also the ability to take back.
The giant dragon indeed had such confidence... the entire Happiness Island's energy supply, network, and computing power all stemmed from Kubler's "Dragon Heart" — or scientifically named, the "Smart Core".
From this perspective, there really was no return of the dragons. Because they had never truly left.
