Their Blessings are simply too numerous; one more wouldn't matter, one less wouldn't make a difference—it's utterly inconsequential to the extreme.
Unless, of course, that individual were an astounding genius.
Then the Lower Grade Gods might value and regret losing such a talent.
But if the one desiring the Blessing were an Upper-level God, or even one of the Three Great Goddesses, how could they possibly refuse?
Thus, putting this matter before the Lower Grade Gods really wouldn't be anything significant.
